摘 要:中国(云南)自贸区的设立是主动服务国家“一带一路”倡议和云南“面向南亚东南亚辐射中心”建设大局的重要举措。企业经营管理人才素质和能力的高低将直接影响整个自贸区的发展。加大自贸区企业经营管理人才培养力度对加快自贸区建设发展具有重要意义,对云南这样经济发展相对滞后、人才需求量大、但人才吸引力不足的省份尤为重要。研究发现:中国(云南)自贸区目前尚未制定人才培养措施,缺乏制度保障;人才培养工作薄弱,缺乏方向性;人才培养渠道单一,信息渠道不畅。此外,中国(云南)自贸区产业支撑相对薄弱,私营企业占比较大,企业国际化水平不高。针对这些问题,提出“一五三”人才培养思路,梳理归纳多项自贸区企业经营管理人才培养对策。“一五三”人才培养思路立足“一个人才培养关键点”(不断完善顶层设计、建立健全制度保障),突出“五项人才培养要求”(培养大局意识和服务意识、提高现代经营管理水平、加强专业知识学习、提升全球战略眼光和跨文化经营管理能力、强化危机意识和应急管理能力),采用“三条人才培养路径”(坚持政府引导与市场运作相结合、充分开发利用国际国内优质教育资源、搭建高水平人才培养平台),全方位培养造就一支高水平的企业经营管理人才队伍,有效助力中国(云南)自贸区的建设发展。The establishment of China(Yunnan) Free Trade Zone is a major move to actively serve the national “Belt and Road Initiative” and Yunnan’s aim to developing into the “Radiation center for South and Southeast Asia”.The quality and ability of enterprise managers will directly affect the development of the whole free trade zone.Strengthening talent training is of great significance to accelerating development of the free trade zone,and it is especially true to Yunnan province for its relatively lagging economic development,its big demand for talents and yet lack of attraction for talents.Research shows that China(Yunnan) Free Trade Zone has not formulated training measures and system guarantee,has no training direction,only has one single training channel,and the information channels are not smooth.In addition,the industrial support of China(Yunnan) Free Trade Zone is relatively weak,private enterprises account for a relatively large proportion,and the internationalization level of enterprises is not high.In view of these problems,the paper proposes the “153” talent training idea,sorting out and summarizing a number of countermeasures for the cultivation of enterprise managers in free trade zones.The “153” talent training idea is based on “one key point of training”(constantly improving the top-level design and the system guarantee),highlights “five talent training requirements”(Cultivating the awareness of overall situation and serving the society;Improving the level of modern operation and management;Strengthening the ability of professional knowledge learning;promoting global strategic vision and cross-cultural operation and management ability;Enhancing crisis awareness and emergency management ability),and adopts “three talent training paths”(Combining government guidance with market operation;Making full use of international and domestic high-quality educational resources;Building a high-level talent training platform).The “153” idea aims to cultivate a number of high-level ente
