摘 要:区域经济之间的竞争归根结底是人才的竞争,高层次人才是后发区域发展的重要推动力量。该文首先对高层次人才概念进行了界定,并结合基本的激励思想,尤其是层次需要理论和双因素理论的观点,对高层次人才的需求特征进行了分析。随后在对高层次人才的需求特征进行分析的基础上,指出后发区域高层次人才激励中存在的实践社区缺乏、教育医疗投入不足、激励政策零散等诸多问题。最后,该文从软硬环境建设角度出发,对后发区域高层次人才引进提出了相应的政策建议。The competition among regional economies is ultimately the competition of talents,and high-level talents are the important driving force of regional development.Firstly,the paper defines the concept of high-level talents,and analyzes the demand characteristics of high-level talents combined with the basic incentive ideas,especially the viewpoint of Hierarchical Needs Theory and Two Factor Theory.Then,based on the analysis of the demand characteristics of high-level talents,it points out that there are many problems in the incentive of high-level talents in late developing areas,such as lack of practice community,insufficient investment in education and medical treatment,scattered incentive policies and so on.Finally,from the perspective of soft and hard environment construction,the paper puts forward corresponding policy suggestions for the introduction of high-level talents in late developing regions.
