论朱熹荒政实践及其社会治理思想

摘　　要：南宋大儒朱熹继承儒家知行合一之传统,其学问有着强烈的现实之指向和践行之特点,其颇有建树的社会治理思想和措施对后世影响深远。荒政一直贯穿于朱熹地方治理实践中,诸多社会治理思想在其中展开和成熟。朱熹以救荒恤民为己任,其荒政理念及措施系统而实用,兼有救急之策和长久之计。朱熹在荒政实践中重视民间社会的建构与发展,其社会治理思想中的以民为本的治理理念、责权相应的治理结构、公正之理的治理原则对现代社会仍有借鉴价值。Zhu Xi,a great Confucian scholar in the Southern Song Dynasty,inherited the Confucian tradition of the unity of knowledge and action,and his scholarship has a strong practical orientation and characteristics of practice.His social management thoughts and measures have a profound impact on later generations.Famine relief has been running through Zhu Xi's local governance practice,and many social management thoughts have been developed and matured in it.Zhu Xi's mission is to rescue the famine and give care to the people,and his famine management concepts and measures are systematic and practical,with both emergency and long-term solutions.Zhu Xi attaches great importance to the construction and development of civil society in the practice of famine policy.The people-oriented governance concept,the corresponding governance structure of responsibilities and powers,and the governance principles of justice in his social governance thoughts still have reference value for modern society.
