摘 要:城市巨灾是城市发展过程中不可忽视的极端破坏力量,其发生概率低,造成损失大。形成和优化有针对性、整合各方力量、覆盖全过程的城市巨灾风险协同治理机制有助于应对城市巨灾风险,减少灾害损失。基于SFIC模型的分析视角,构建城市巨灾风险协同治理模型,对城市巨灾风险协同治理的要件、过程和结果进行分析,提出基于城市巨灾风险的治理特点,形成有效实现分级协同预警、社会力量动员、信息整合引导、快速应急响应和损失多方分担的城市巨灾风险协同治理机制。针对我国城市巨灾风险治理的实践,应从促进理念转换、优化协同平台、推动规则调整和强化技术支撑入手。Urban Catastrophe is a non-negligible extreme destructive force in urban development.With extremely low occurrence probability,incalculable losses to the life and property of urban residents will be caused if it occurred.Depended on the urgent need to reduce disaster losses,urban catastrophe risk collaborative governance mechanism should be formatted and optimized.Based on the analysis perspective of SFIC model,this paper constructs a collaborative governance model of urban catastrophe risk,in which the elements,process and results of urban catastrophe risk collaborative governance are analyzed.It is proposed to form a collaborative governance mechanism of urban catastrophe risk that can effectively realize hierarchical collaborative early warning,social force mobilization,information integration guidance,rapid emergency response and loss sharing.In view of China’s urban catastrophe risk management practice,to optimize the urban catastrophe risk collaborative governance mechanism,the acceleration of the concept transformation,optimization of the collaborative platform,promotion of the rule adjustment and strengthen of the technical support should be focused on.
