摘  要:国有企业是中国特色社会主义的重要物质基础和政治基础。近年来,我国国有企业在开放中成长、在改革中壮大,有效发挥了国民经济“稳定器”“压舱石”的作用,是党执政兴国的重要支柱和依靠力量。为落实党的十九大对国企改革的要求,完善国有企业的经济功能,创造市场价值,更好地为党和人民服务,中央全面深化改革委员会第十四次会议审议通过了《国企改革三年行动方案(2020-2022年)》。基于此,论文对国企经理层①任期制和契约化管理②的意义、原则、实施路径进行了论述,提出了经理层任期制和契约化管理的监督举措和实施优越性。State-owned enterprises are the important material and political basis of socialism with Chinese characteristics.In recent years,China's state-owned enterprises have grown in the process of opening up and strengthening in the process of reform.They have effectively played the role of"stabilizer"and"ballast stone"of the national economy.They are an important pillar and relying force for the Party to govern and revitalize the country.In order to implement the requirements of the 19th National Congress of the Communist Party of China for the reform of state-owned enterprises,improve the economic functions of state-owned enterprises,create market value and better serve the Party and the people,the 14th Meeting of the Central Commission for Comprehensively Deepening Reform deliberated and adopted the"Three-Year Action Plan for the Reform of State-Owned Enterprises(2020-2022)".Based on this,the paper discusses the significance,principles and implementation paths of tenure system and contract management②of managers①in state-owned enterprises,and puts forward the supervision measures and implementation advantages of tenure system and contract management.
