摘 要:公益性铁路具有公益性与经营性双重属性,定量区分公益性与经营性有利于政府制定合理的公益性铁路补贴政策。本文引入对偶理论,定义公益性强度作为反映一条铁路公益性程度大小的指标,并基于综合指标评价法的原理,从社会经济发展水平、市场竞争、铁路自身经营情况、国家政策环境四个维度选取了八个反映公益性铁路经营性水平的指标,构建了公益性铁路的公益性强度度量函数。最后,通过测算2006-2019年青藏铁路的公益性强度实证分析了度量函数的可行性。The public welfare railway has both public welfare and operational properties. The quantitative distinction between public welfare and operation is helpful for the government to formulate reasonable public welfare railway subsidy policies. This paper defines commonweal strength as an index reflecting the degree of public welfare by introducing antithesis theory firstly. Based on the principle of comprehensive index evaluation method, this paper then selects eight indicators reflecting the operating level of public welfare railways from the four dimensions of social and economic development, market competition, railway operating conditions, and national policy environment, and constructs the public welfare measurement function of public welfare railway. Finally, the feasibility of the measurement function is empirically analyzed by measuring the commonweal strength of the Qinghai-Tibet Railway from 2006 to 2019.
