基于社会—生态系统框架的黄河流域四川段高质量发展路径研究

摘　　要：以黄河流域四川段为例,文章采用诺贝尔经济学奖得主Elinor Ostrom提出的社会—生态系统框架作为理论分析框架,对该区域的生态、经济、资源、治理等系统及其互动关系进行综合诊断。在剖析该区域从1970年至今的社会—生态系统演化历程的基础上,指出资源系统和资源单位、治理系统,以及行动者是影响该区域社会经济和生态环境协调发展的关键要素,并提出基于社会—生态系统框架的黄河流域生态保护和高质量发展的路径,即在资源系统层面注重生态保护修复与资源高效利用,在治理系统层面兼顾统筹规划、专项治理与生态补偿相结合,以及在行动者层面树立生态系统观、建立保护激励机制以及减少资源依赖。Taking the Sichuan section of the Yellow River Basin as an example,this paper adopts the socio-ecological system framework proposed by Nobel Laureate Elinor Ostrom as a theoretical analysis framework to comprehensively diagnose the ecological,economic,resource and governance systems and their interactions in this region.On the basis of the historical evolution of socio-ecological system from 1970 to the present,it is highlighted that the resource system,institutions,and actors are crucial elements affecting the coordinated development of the regional social economy and ecological environment.To achieve the region’s high-quality development,we should pay attention to ecological protection and efficient utilization of resources at the level of resource system,and combine overall planning,special governance and ecological compensation at the level of governance,and set up ecological system view by establishing protection incentive mechanism and reducing resource dependence at the level of actors.
