摘　　要：当前,数字技术已逐渐融入基层监督实践,在一定程度上形塑了基层监督体系。本文通过考察一个地方项目的运作过程,从数字技术运用于基层监督的机制与效能、双维控权进路以及要素联动效应出发,阐释数字技术形塑基层监督体系的深层逻辑。本文发现,将数字监督应用于基层监督可以通过在线化、标准化与公开化,实现全过程监督、实时监督,并缓解监督过程中的信息不对称问题。此外,数字技术对基层监督体系的形塑作用还在于,通过监督要素的联动实现对监督主体和监督对象的双维控权。数字技术对基层监督体系的形塑作用是对集约式权力监督以及谁来监督监督者等问题的有效探索。At present,digital technology has been gradually integrated into the practice of grassroots supervision,which has shaped the grassroots supervision system to a certain extent.By examining the operation process of a local project,this paper,from the perspective of the mechanism and effectiveness of digital technology in grassroots supervision,the approach of dual-dimensional power control and the elemental linkage effect,explains the deep logic of digital technology in shaping the grassroots supervision system.The study finds that the application of digital supervision to grassroots supervision can achieve the whole process of supervision,real-time supervision and alleviate the problem of information asymmetry in the supervision process through online,standardization and publicization.At the same time,the reshaping effect of digital technology on the grassroots supervision system lies in the realization of the dual-dimensional control of the supervisory subject and the supervisory object through the linkage of supervisory elements.The shaping effect of digital technology on grassroots supervision is an effective exploration of the issues such as intensive power supervision and who will supervise the supervisor.
