“双减”背景下县域学校体育治理的境遇与转向

摘　　要：运用实地调研等研究方法,对“双减”背景下县域学校体育治理的境遇进行了分析。研究认为:囿于资本竞争机制、校外盈利性培训和线上网络教育等资本市场机制的对冲交叠,县域学校体育治理处于一种教育生态失衡的状态;应试观念固化导致县域学校体育“时间与空间上的限制”,促使学校体育课后服务地位再次向知识分数本位妥协;媒介化介入致使县域学校体育治理陷于“校长假权威式”和中层管理者“夹心式”以及体育教师“表面服从与隐形反抗”的人际互动关系套叠与隔离中,且在学校体育治理过程中存在县级政府行政权威性与乡镇学校自主治理的矛盾关系。为进一步满足新时代县域学校体育回归“育人为本”和“以体育人”的本质要求,提出纾解之策:在人际互动转向上,营造县域学校体育治理由静态管理转向人本治理的人际互动氛围;在治理思维转向上,推动县域学校体育治理由应试观念固化向具有人文情感的学校体育时空治理革新;在治理结构转向上,促进县域学校体育治理由教育生态失衡向“学校自我治理”的转变。With the research method of field investigation,the situation of the county school sports management is analyzed under the background of“double reduction”.The research believes that due to the hedging and overlapping of the capital market mechanisms such as the capital competition mechanism,off-campus for-profit training and online education,the county school sports management is in a state of education ecological imbalance.The solidification of exam-oriented concept leads to the“time and space restriction”of the county school physical education and the compromise between the sports service status after school and the exam scores.Due to the intervention of media,the sports management in county schools is trapped in the“false authority of principal”,working dilemma of middle directors and the pretended obedience of the physical education teachers,and in the process of school sports management,there is a contradiction between county government and independent management of township schools.In order to meet the essential requirements of people-oriented PE in the new era,the paper proposes to create the interpersonal interaction atmosphere of the county school sports management transforming from static management to humanistic management,transform the management from the exam orientation to the humanistic innovation of PE time and space,promote the transformation of the county school sports management from education ecological imbalance to“school self-governance”.
