基于面板Tobit模型的环境规制对中国生态福利绩效的影响分析

摘　　要：选取2004—2017年中国30个省级行政区的面板数据,运用超效率数据包络分析模型测度中国生态福利绩效水平,然后基于面板Tobit模型分析环境规制对中国生态福利绩效的影响。结果表明:中国生态福利绩效呈现出下降—上升—下降—上升的趋势,中部、西部、东部三大区域中生态福利绩效格局为中部最高、东部次之、西部最低,观察期内有8个省级行政区生态福利绩效平均值处于相对有效状态;投资型环境规制对全国,中部、西部地区生态福利绩效有抑制作用,收费型环境规制对全国,中部、西部地区生态福利绩效有正面影响;产业结构和对外开放程度对生态福利绩效有明显的促进效果,城市化率、研发投入水平和绿化水平对生态福利绩效有抑制作用。Select panel data from 30 provincial administrative regions in China from 2004 to 2017,super-efficiency data envelopment analysis model was used to measure China’s ecological welfare performance,and the effect of environmental regulations on China’s ecological welfare performance was analyzed based on panel Tobit model.The results show that China’s ecological welfare performance shows a trend from decline to rise to decline to rise.Among the three major regions of central region,western region,and eastern region,the ecological welfare performance pattern is the highest in the central region,followed by the eastern region,and the lowest in the western region.During the observation period,the average value of ecological welfare performance of eight provincial administrative regions is relatively effective.Investment-based environmental regulations have inhibitory effect on ecological welfare performance of the whole country,central region,and western region,while fee-based environmental regulations have positive impact on ecological welfare performance of the whole country,central region,and western region.The industrial structure and the degree of opening up have obvious promotion effect on ecological welfare performance,while the urbanization rate,the level of research and development investment,as well as the level of greening have inhibitory effect on ecological welfare performance.
