民族省区高等教育财政经费支出效率评价--基于DEA-Malmquist和Tobit模型

摘　　要：基于DEA-Malmquist和Tobit模型,采用八个民族省区2005—2018年的面板数据对民族省区高等教育财政经费支出效率进行评价。结果表明:民族省区高等教育财政经费支出效率为非DEA有效,且各省份效率值存在较大差距,技术效率改善和技术进步使得全要素生产率整体呈上升趋势,经济、社会、人口等因素对民族省区高等教育财政经费支出效率有显著影响。提高民族省区高等教育财政经费支出效率必须要拓宽教育经费来源渠道和加强转移支付支持力度。Based on DEA-Malmquist and Tobit model,this paper evaluates the efficiency of financial expenditure on higher education,using the panel data of 8 ethnic provinces from 2005 to 2018.The results show that the efficiency of higher education expenditure in ethnic minority provinces is non-DEA effective,and there is a large gap between the efficiency values of each two provinces.The improvement of technical efficiency and technological progress lead to an overall upward trend of total-factor productivity.Economic,social and demographic factors have a significant impact on the efficiency of financial expenditure on higher education in ethnic minority provinces.To improve the efficiency of financial expenditure on higher education in ethnic minority provinces,we must expand the source of education funds and strengthen the support of transfer payment.
