河南省沿黄八市经济发展与生态保护协同发展策略

摘　　要：为推进河南省沿黄城市经济发展与生态保护协调发展,支撑“生态强省”建设,通过构建流域经济发展与生态保护协同度评价模型,以全国和河南省平均数据为对比样本,测度分析了2016—2019年河南省沿黄八市经济发展与生态保护的协调发展程度。结果表明:沿黄八市经济发展和生态保护的协同度均处于不断优化状态,逐步进入经济发展与生态保护良性协调发展的磨合时期,但整体发展在河南省内的优势尚不明显,尤其是生态保护方面,距离引领“生态强省”建设还有较大差距。与全国平均水平相比,河南省沿黄八市高质量发展水平仍旧偏低。因此,在构建新发展格局背景下,沿黄城市应充分结合发展现状,在持续加强生态保护和修复的基础上,进一步优化产业结构、提升科技创新引领、加快推动粗放型经济向集约型经济的转变、提升内生发展动力,实现区域高质量发展。In order to promote the coordinated development of economic development and ecological protection of the cities along the Yellow River in Henan Province, and to support the building of “ecologically strong province”, the average data of the whole country and Henan Province were used as the comparative samples. By constructing the evaluation model of the synergy between economic development and ecological protection in the river basin, the study measured and analyzed the coordinated development degree of economic development and ecological protection in eight cities along the Yellow River in Henan Province from 2016 to 2019. The results show that the synergistic degree of economic development and ecological environment of the cities along the Yellow River is in a state of constant optimization, the development of cities has gradually entered a period of harmonious development between social economy and ecology. However, the present situation of the river basin development in Henan Province is insufficient, especially in the aspect of ecological building. There is still a big gap in the guiding “ecologically strong province” building. At the same time, the high quality development level of the basin is still low compared with the national average level. Under the background of building new development pattern in the new stage of development, in order to promote urban development within the power, achieve the high quality development of the area, the cities should be based on the current situation of the development of their own, continue to strengthen the ecological environment protection and restoration, optimize the industrial structure, promote scientific and technological innovation in the lead, promote the transformation of extensive economy to intensive economy.
