党领导下的高校人事制度百年变迁与展望

摘　　要：高校人事制度作为一系列用人治事的规则体系,对高等教育的发展质量和发展水平具有显著影响。中国共产党一直高度重视高等院校人才队伍建设,在党的百年领导下,我国高校人事制度改革历经“革命主导,自管自培”“政治为首,指导为主”“简政放权,提高效率”“完善机制,引育并举”“突破创新,能上能下”五个阶段,并在改革的认识层面、实践层面、组织层面和制度层面积累了诸多有益经验。展望新时期高校人事制度改革进程,应始终坚持在中国共产党的领导下,遵循效率优先与兼顾公平并重的原则,秉承以人为本与坚守公益并举的理念,致力于实现新时代高校人事制度改革新突破,以助力我国高等教育事业的发展。The personnel system at colleges that comprises a series of rule systems of employing people and governing things has an important influence on the development quality and level of higher education.The great importance has been attached by the Communist Party of China to the construction of talent team at colleges and universities.Under the centennial leadership of the Party,the reform of personnel system at colleges and universities in our country has experienced five stages,which cover revolutionary leadership,self-management and self-cultivation;priority of politics,guidance oriented;streamlining government and delegating authorities to improve efficiency;improving mechanisms,introducing and cultivating talents;and getting breakthrough in innovation to realize advanced and dynamic management.From the cognitive,practical,organizational and institutional levels of the reform,it has accumulated many useful experiences.Looking forward to the reform process of personnel system in colleges and universities in the new period,it is necessary to stick to the principle of giving priority to efficiency and giving consideration to fairness under the leadership of the Communist Party of China,and follow the concept of focusing on both people-oriented and public welfare.In this way,it is devoted to the realization of a new breakthrough in the reform of colleges and universities’personnel system in the new era,so as to promote the development of the higher education in our country.
