摘　　要：高水平科技自立自强是新发展阶段国家发展的战略支撑,高水平意味着中国科技事业发展要实现从量变到质变的转型,实现从跟跑为主向并跑和领跑为主的超越,是中国科学技术事业的发展从中国历史最高水平向世界最高水平进军的新征程;科技自立自强要求中国的科技发展必须坚持立足自身力量,走有中国特色的发展道路,进而努力超越竞争对手,形成竞争优势。高水平科技自立自强既是新发展理念的内在要求,也是新发展格局的本质特征,更是世界科技强国和社会主义现代化强国的必由之路。High-level scientific and technological self-reliance and self-improvement is the strategic support for national development in the new development stage.High level means that China’s scientific and technological development should realize the transformation from quantitative change to qualitative change,and realize the transcendence from following and running to running and leading.It is a new journey for the development of China’s scientific and technological cause from the highest level in Chinese history to the highest level in the world;Self-reliance and self-improvement in science and technology requires that China’s scientific and technological development must adhere to its own strength,take the development path with Chinese characteristics,and then strive to surpass its competitors and form a competitive advantage.High level scientific and technological self-reliance is not only the internal requirement of the new development concept,but also the essential feature of the new development pattern,but also the only way for the world’s scientific and technological power and socialist modernization power.
