药品集中带量采购对医药机构的影响研究

摘　　要：目的 分析某地三家不同规模医疗机构连续4年的药品采购情况和典型药企连续4年的四费构成情况,综合评价药品集中带量采购政策对医院和药企的影响。方法 以三家医院2018年一季度—2021年一季度的药品采购数据为基础,分析政策实施前后医院药品成本的变化情况。以药企连续4年的财报为基础,分析药企四费的占比及变化趋势。结果 各医院连续5个季度药品集中带量采购金额逐季递增,采购成本下降显著。药企的研发费占比呈上升趋势,销售费占比呈下降趋势。结论 药品集中带量采购政策有效地改善了医疗机构的绩效,也促进了相关企业提升其竞争力和服务能力。Objective To comprehensively evaluate the impact of volume-based procurement policy on hospitals and pharmaceutical enterprises by analyzing the drug procurement of three hospitals of different scales for four consecutive years and the cost composition of a typical pharmaceutical enterprise for four consecutive years.Methods The drug procurement data of three hospitals from the first quarter of 2018 to the first quarter of 2021 was used to analyze the change of drug costs before and after the implementation of the drug procurement policy.The financial reports of a pharmaceutical enterprise for four consecutive years were used to analyze the cost proportion and change trend.Results For five consecutive quarters,the amount of volume-based procurement increased quarter by quarter,and the cost decreased significantly.The proportion of research and development cost of the pharmaceutical enterprise showed an upward trend,and the proportion of sales cost showed a downward trend.Conclusion The volume-based procurement policy effectively improves the performance of medical institutions and promote relevant enterprises to enhance their competitiveness and service capacity.
