摘 要:通过优化完善人才培育机制,形成人才内生动源,是解决乡村振兴人才短缺的最基本途径。在现实中,乡村人才培育机制运行还存在着人才培育供需错配、重复生产与无效供给式服务失准;培育环节缺省,单环节替代全流程、机制运作弹性化与个性化缺失等一系列问题。这需要建立基于真实需求的人才供给与调配机制、确立“顾客导向”的无缝隙、整体性人才治理机制、串并工作环节,实现人才培育服务集成化;推动组织“再造”,增强服务权变性等途径来进行有效治理。The most basic way to solve the shortage of talents in rural revitalization is to form a vivid source of talents by optimizing and perfecting the talent cultivation mechanism.In reality,there are a series of problems in the operation of rural talent cultivation mechanism,such as the mismatch between supply and demand of talent cultivation,repeated production and invalid supply service,default of cultivation link,single link replacing the whole process,flexibility of mechanism operation and lack of individuation.This requires to establish talent supply and deployment mechanism based on real demand,and establish"customer-oriented"seamless,integral talent management mechanism,as well as parallel working link,so as to realize the integration of talent cultivation and service,promote the organization"reengineering",strengthen the service right change and other ways to carry out effective governance.
