道德银行:乡村治理新模式的探索及实践--基于四川省詹井村的案例

摘　　要：道德银行嵌入乡村治理能契合乡村治理的有效性、公共性和规范性,促成治理走向有效,是实现治理有效的内在要求和价值意涵。道德银行的探索,开启了乡村治理的自治新格局,开放了乡村治理的法治新领域,开拓了乡村治理德治新体例。同时,道德银行参与乡村治理还面临着价值性壁垒、技术性阻力和结构性掣肘等挑战。为此,应从观念上厘清公共私、强化价值观,技术上构建利益表达、调整利益整合、增设利益反馈机制,结构上取得社会、行政和政治合法化,从而构建乡村治理新模式,实现乡村治理走向治理有效。The embedding of“moral bank”in rural governance can match the three attributes of effective rural governance,namely effectiveness,publicity and standardization,and promote effective rural governance,which is the inherent requirement and value implication of effective governance.The exploration of“moral bank”has opened up a new pattern of autonomy in rural governance,opened up a new area of rule by law in rural governance,and opened up a new style of governance by virtue in rural governance.At the same time,“moral bank”participation in rural governance is still facing many challenges such as value barriers,technical resistance and structural constraints.Therefore,we should clarify public and private in concept,strengthen values,construct interest expression,adjust interest integration,increase interest feedback mechanism in technology,and obtain social,administrative and political legitimization in structure,so as to construct a new model of rural governance and realize effective rural governance.
