摘　　要：科技成果转化率低严重制约了我国科研单位职务成果市场化的效率和所有制改革的进度,但科技成果转化率低的一个重要原因是激励机制不完善。为研究职务科技成果所有权改革的激励机制问题,本文对职务科技成果的概念进行了界定,并介绍了激励机制的运行模式,梳理了国务院及地方政府出台的激励政策。同时,本文分析了我国职务科技成果所有权改革中激励机制的现状,总结我国科技成果改革激励机制存在的问题并提出建议。The low conversion rate of scientific and technological achievements has seriously restricted the efficiency of the marketization of job-related achievements in our country′s scientific research institutions and the progress of ownership reform,but an important reason for this low conversion rate is the imperfect incentive mechanism.In order to study the incentive mechanism of the ownership reform of job-related scientific and technological achievements,this paper defines the concept of job-related scientific and technological achievements,introduces the operation mode of the incentive mechanism,and sorts out the incentive policies issued by the State Council and the local governments.It also analyzes the current situation of the incentive mechanism in the ownership reform of scientific and technological achievements and summarizes the problems involved,and puts forward suggestions.
