摘　　要：1+X证书制度是我国职业教育领域的重大创新,职业教育培训评价组织是该制度衍生出的新型教育社会组织,直接影响着1+X证书制度的施行效果。借鉴教育政策价值分析框架,对职业教育培训评价组织政策价值按照实质价值和程序价值的二维范式展开分析。职业教育培训评价组织政策价值包括两方面:促进职业教育作为类型教育内涵式发展,构建职业教育人才培养新生态的实质价值;赋予培训评价组织合法性、明晰培训评价组织政策伦理性的程序价值。审视职业教育培训评价组织三年左右的教育实践,存在主体目标各异、合法性不足、游离于政策伦理边缘等与政策价值相偏离的问题。为实现职业教育培训评价组织政策价值的回归,从整合主体目标、提升合法性、实现伦理性三方面对其提出了建议。"1+X"certificate system is a major innovation in the field of vocational education in China.Vocational education training evaluation organization is a new educational social organization derived from this system,which directly affects the implementation effect of"1+X"certificate system.Based on the value analysis framework of education policy,this paper analyzes the policy value of vocational education training evaluation organization according to the two-dimensional paradigm of substantive value and procedural value.The policies of the vocational education training evaluation organization include:promoting the connotative development of vocational education as a type of education and constructing the substantive value of the new ecology of its talent training;endowing the vocational education training evaluation organization with legitimacy and clarify the procedural value of the its policy ethics.Examining the educational practice of the training evaluation organization in the past three years,there are some problems that deviate from the policy value,such as different main objectives,insufficient legitimacy and drifting away from the edge of policy ethics.In order to realize the return of the policy value of vocational education training evaluation organization,suggestions are put forward from three aspects:integrating the main goal,improving legitimacy and realizing ethics.
