河堤谒者与汉代黄河国家治理体制的构建

摘　　要：汉代针对河患设立河堤谒者,开创了国家对黄河的切实有效管理。我国水利职官的设置由来已久,河堤谒者的出现表明水政管理的专门化和具体化。文章通过分析河堤谒者的组织构成、职能分工、机构运转、功能成效,可见黄河国家治理体制已开始建立,反映了汉代水官体系的调整和组织管理水平的提高,加强了中央与地方的协调能力和治河效能,并对王景治河后黄河“八百年安流”局面的形成发挥重要作用,也对后世河政产生深远影响。The governors of the Han Dynasty set up Hedi Yezhe to control the flood of Huanghe River and constructed the national governance system and created a practical and effective management of Huanghe River.The establishment of water conservancy officials has a long history in china.The appearance of Hedi yezhe showed that the water managenment became sepecific and special.This paper analyzed and demonstrated the organization structure,functional division,institutional operation and functional effectiveness of Hedi Yezhe,which was used as a symbol to construct the national governance system of Huanghe River,reflected the adjustment of water official system and the improvement of organization and management level in the Han Dynasty.The establishment of Hedi Yezhe strengthened the coordination ability between the central and local governments and the efficiency of river control,which played an important role in the formation of the“800 years of stable flow”situation of Huanghe River since the governed of Huanghe River by Wang Jing in the Eastern Han Dynasty,and also had a far-reaching impacted on the river administration of later generations.
