摘　　要：本文通过分析我国当前职工基本医疗保险综合费率横向公平性及其产生的影响,探讨造成综合费率区域差异的原因,并提出要正确看待在职退休比较高的地区提高综合费率后基金结余较多的现象。This paper analyzes the horizontal fairness and the effect of the current comprehensive rate of basic medical insurance for employees in China,discusses the reasons for the regional diff erences in the comprehensive rate,and proposes we should correctly understand that in areas with high ratio of in-service staff to retired staff,there would be a relatively large amount of surplus after increasing the comprehensive rate.
