摘　　要：加强生态流量保障是提升流域生态保护治理能力的重要举措,对开启新阶段长江流域水利高质量发展崭新局面具有深远意义。全面分析了长江流域生态流量保障面临的形势和要求、现阶段保障工作存在的问题,提出了新阶段长江流域生态流量保障的总体思路,从加快标准体系建设、加强基础信息掌控、推进监测预警能力建设、强化监督管理、加大科学研究力度等方面提出了长江流域生态流量保障对策建议,为建立长江流域水资源刚性约束、维护长江流域河湖生态健康提供技术支撑。Enhancing the guarantee of ecological flow is an important measure to improve the capacity of ecological protection and management in the river basin,and it is of far-reaching significance for ushering in a new phase of high-quality water development in the Yangtze River Basin.On the basis of a comprehensive analysis of the situation and requirements facing the ecological flow protection of the Yangtze River Basin,accurately grasp the problems in the ecological flow protection of the Yangtze River Basin,and put forward the general idea of the ecological flow protection of the Yangtze River Basin in the new stage,from accelerating the construction of the standard system,strengthening basic information control,promoting the construction of monitoring and early warning capabilities,strengthening supervision and management,and intensifying scientific research,proposed countermeasures to ensure the ecological flow of the Yangtze River Basin,providing technical support for establishing rigid constraints on the water resources of the Yangtze River Basin and maintaining the ecological health of the Yangtze River and lakes.
