摘　　要：环境责任保险制度在我国部分地区试点多年,取得了一定成效,但总体还存在有待提升和完善的空间。通过分析环境责任保险制度在我国的实施现状及现实困境,从完善环境责任保险相关法律制度体系、完善环境责任保险制度具体设计、完善政府宣传引导激励机制和监督机制等方面提出对策建议,以期在“十四五”期间找到突破路径,促进环境责任保险制度在我国健康快速发展。The current environmental liability insurance system has been piloted in some regions of our country for many years and has achieved certain results,but overall there is still room for improvement.This paper analyzes the implementation status and practical dilemmas of the environmental liability insurance system,and proposes countermeasures and suggestions from improving the legal system related to environmental liability insurance,improving the specific design of the environmental liability insurance system,and improving the government’s propaganda,guidance and incentive mechanism and supervision mechanism,try to find a breakthrough path during the“14th Five-Year Plan”period for promoting the healthy and rapid development of the environmental liability insurance system in our country.
