摘　　要：西方发达国家素来把全球主导设计策略置于发展的核心位置,通过控制全球主导设计来主导国际市场,而我国在主导设计上则长期处于被动局面。大力发展战略性新兴产业不仅是未来主导全球产业竞争的必然选择,而且是世界主要经济体增强竞争优势、提高竞争力的关键,更是中国目前社会经济运行中迫切需要解决的深层次课题。能否把握机会谋求国际主导设计的话语权是影响中国战略性新兴产业可持续发展的关键命题,而战略性新兴产业在孕育、形成、快速发展阶段,均具有不同的自主创新的机会窗口,相应地对主导设计也有不同的要求。为此,应着力推进主导设计的发展:首先,通过各种方式加强对战略性新兴产业技术竞争情报的搜寻、分析、提炼及整理;其次,由于主导设计是在关键技术的基础上转化而来的,因而应不断提高企业的知识吸收能力与自主研发能力,实施全球创新资源配置和产业链整合战略;再次,应大力实施自主知识产权战略,掌握战略性新兴产业发展的关键技术、核心技术以及标准的制定权和主导权;最后,应着力提高体制机制的创新水平,营造战略性新兴产业主导设计发展的良好外部环境。Strategic emerging industries are generally regarded as industries that are based on major technological breakthroughs and major development needs,play a leading role in overall economic and social development and long-term development,and are characterized by inten⁃sive knowledge and technology,low consumption of material resources,great growth potential and good comprehensive benefits.Western developed countries have always placed the global dominant design strategy at the development core and dominated the international market by controlling the global dominant design,while China has been in a passive position in the domi⁃nant design for a long time.Developing strategic emerging industries is not only the inevitable choice to dominate global industrial competition in the future,but also the key to enhancing the competitive advantages and competitiveness of the world's major economies.It is also a deep seated issue that China urgently needs to solve in its current social and economic operation.This paper,by means of text narrative and graphics display,tries to find out the endogenous dynamic and uncertainty in the formation of strategic emerging industry leading design,evolution mecha⁃nism of strategic emerging industry leading design,opportunity window logic and governance ecosystem of strategic emerging industry leading design and development.The research draws the following conclusions:First,the dominant design will experience different development logic under the integrated organization mode,the vertical division mode of value chain and the module production network mode corresponding to the gestation stage,for⁃mation stage and rapid development stage of strategic emerging industries;Second,the develop⁃ment of strategic emerging industries leading design is"two windows of opportunity":after the leading technology of a product is determined,it will enter a state of mature and both the product and technology will be gradually standardized.At this time,developing countries has compara⁃tive advantag
