摘 要:缓解城市交通拥堵和交通排放越来越受到学术界的重视。从交通经济学的视角看,道路收费能够提高降低小汽车交通的外部性,提升交通系统的整体运行效率。本文通过构建微观交通模拟模型,模拟不同道路收费情景下个体活动出行行为的变化,以及由此相关的城市道路交通拥堵和交通排放的时空变化。研究结果表明:道路收费可以在缓解交通拥堵和降低排放的同时提高一定的社会福利,但对于降低小汽车交通的出行分担率效果并不显著,且不同的道路收费模式需要审慎决策。Alleviating urban traffic congestion and traffic emissions has received more and more attention from academia. From the perspective of transportation economics, road pricing can improve the externality of car traffic and improve the overall operational efficiency of the transportation system. By constructing a traffic micro simulation model, this paper simulates the changes of individual activity travel behavior under different road pricing scenarios, and the related spatiotemporal changes of urban road traffic congestion and traffic emissions. The research results show that road pricing can improve certain social welfare while alleviating traffic congestion and reducing emissions, but it has no significant effect on reducing the travel sharing rate of car traffic,, and different road pricing scenarios need to be prudently policymaking.
