摘　　要：2021年7月欧洲大学协会(EUA)发布了《从原则到实践:2020-2021年欧洲大学开放科学调查报告》。该报告调查了欧洲大学在开放科学不同领域的进展,探讨了开放科学在研究机构战略优先事项中的作用及其在机构实践中的实施情况。文章通过解读该报告,结合我国高校基本情况,借鉴欧洲大学的部分经验,提出制定相关标准,推动完善开放科学政策框架;培育开放科学校园文化,重视研究伦理与道德问题;打造开放科学基础设施,健全开放科学激励机制;充分发挥图书馆在大学向开放科学过渡中的作用等建议。In July, 2021, the European University Association(EUA) released From Principles to Practices: Open Science at Europe’s Universities 2020-2021 EUA Open Science Survey Results. The report investigated the progress of European universities in different fields of open science, and discussed the role of open science in the strategic priorities of research institutions and its implementation in institutional practice. By interpreting the report, combined with the basic situation of colleges and universities in China and drawing on some experience of European universities, this paper puts forward suggestions of formulating relevant standards and promoting the improvement of the open science policy framework;cultivating open and scientific campus culture and paying attention to the study of ethical and moral issues;building an open science infrastructure and improving the incentive mechanism for open science;giving full play to the role of library in the transition to open science in university and so on.
