摘　　要：1931年1月中共六届四中全会就提出要准备召开七大,但由于各种原因七大召开时间一再后延,直到六大开过17年后七大才得以召开;政治报告是党的全国代表大会最重要的文件,七大政治报告以联合政府为主题,抓住了当时人们最关心的问题,回应了全国人民的关切;在讨论研究党的历史基础上形成的《关于若干历史问题的决议》,在全党特别是在党的高级干部中形成了对历史问题的共识,为七大开成团结的大会奠定了基础。In January 1931,the fourth plenary session of the sixth CPC central committee proposed to prepare for the convening of the seventh National Congress.However,due to various reasons,the convening time of the seventh National Congress was repeatedly postponed until 17 years after the sixth National Congress.The political report is the most important document of the party's National Congress.The theme of the political report of the seventh National Congress is about coalition government which people were most concerned about at that time,in response to the concerns of the people all over the country.The“resolution on certain historical issues”on the basis of studying the party's history formed a consensus in the whole party,especially among the party's senior cadres,which laid a solid foundation for the opening of the seventh National Congress.
