摘  要:继续职业教育是终身教育体系的重要组成部分。法国继续职业教育历史悠久,已经建立起相对成熟的继续职业教育体系。法国继续职业教育由国家、大区和社会伙伴共同管理。企业是法国继续职业教育的主体,与公共职业信息和指导服务体系、技能审计中心共同维持法国继续职业教育的良好运行。学习者可以通过个人培训账户、职业过渡项目、职业化合同等途径参与继续职业教育并获得相应的文凭资格。法国继续职业教育具有崇尚权利平等理念、“四方系统”框架治理有效、通过颁发文凭资格拓宽劳动者晋升渠道、企业深度参与、学习者参与途径多样等特色。当前,我国正处于构建服务全民终身学习体系的关键期,以终身职业技能培训制度为抓手的继续职业教育亟需通过完善个人培训账户制度、建立全国继续职业教育监督与评价机构、充分发挥行会企业作用、颁发文凭资格、畅通继续职业教育参与路径等方式来不断建构中国特色继续职业教育体系。Continuing vocational education and training(CVET)is an important part of the lifelong education system. France has a long history of CVET and has established a relatively mature system.CVET in France is jointly managed by the state, regions and social partners. Enterprises are the main body of CVET and there is also a public career information and guidance service system and skill audit centers, which together maintain the good operation of CVET in France. People can participate in CVET through personal training accounts, professional transition project, professionalization contracts,etc, to obtain the corresponding diplomas and qualifications. These highlight the main characteristics of France’s continuing vocational education and training: advocating the concept of equal rights, the effective governance of the“four-party system”framework, the issuance of diplomas and qualifications to broaden the promotion channels of employees, the deep participation of enterprises, and the diversity of participation channels. At present, China is in a strategically critical period of building a lifelong learning system that serves the whole people. Continuing vocational education, which provides the opportunity of lifelong vocational skills training system, urgently needs to improve the personal training account system, establish a national CVET supervision and evaluation institution, give full play to the role of guilds and enterprises, issue diplomas and qualifications, and smoothen the participation path of CVET, etc. The innovation of these methods is conducive to the continuous construction of a CVET system with Chinese characteristics.
