摘 要:伴随高等教育的普及化、信息化、和国际化,高校绩效评价成为推进我国高校分类管理的重要手段和高等教育质量评估体系不可缺少的重要组成部分。在新时代背景下,从理论的角度分析绩效评价在高等教育领域实施的科学性与合理性,构建我国具有中国特色的高等教育绩效评价理论体系,思考和破解有关高校绩效评价的实践困惑,成为我国推进高校绩效评价面临的重大理论和现实问题。高校绩效评价的思想和技术根植于新公共管理理论、利益相关者理论、委托代理理论及目标管理理论。高校绩效评价是贯彻落实国家教育法规政策的客观要求,同时也是提升大学治理能力和推进高等教育内涵式发展的重要手段。基于L省高校绩效评价的改革实践发现,目前国内开展的高校绩效评价理论研究与实践探索仍不成熟,高校绩效评价在其科学性、规范性、社会认可度方面仍有待进一步提高。With the popularization,informatization and internationalization of higher education,university performance evaluation has become an important means to promote the classified management of colleges and universities,and it is also an indispensable part of the quality evaluation system of higher education.Under the background of the new era,analyzing the scientificity and rationality of performance evaluation in the field of higher education from a theoretical perspective,constructing a theoretical system of higher education performance evaluation with Chinese characteristics,and thinking about and solving the practical confusion of university performance evaluation have become major theoretical and practical problems in promoting university performance evaluation.The thought and technology of performance evaluation in universities are rooted in the new public management theory,stakeholder theory,principal-agent theory and target management theory.University performance evaluation is not only the objective requirement of implementing national education laws and policies,but also an important means to improve university governance ability and promote the connotative development of higher education.Based on the reform practice of university performance evaluation in L Province,it is found that the research and practice of university performance evaluation in China is still immature,and the university performance evaluation needs to be further improved in its scientificity,standardization and social recognition.
