摘　　要：创新农地流转制度从而提高农地资源配置效率,对于加快农业农村现代化具有重要意义。农地流转制度创新的关键在于形成系统性、整体性的制度框架。皖南F区的经验表明,村社本位的组织化农地流转模式是农地流转制度创新的重要路径,该模式包含了农地产权变革、农地流转政策实践、农业经营主体选择、农地租金调整和市场风险防控等多个维度的内容,形成了整体性的农地流转制度设置和运作体系。村社本位的组织化农地流转模式以村社集体为核心载体,通过政府引导下的行政资源承接、以动员为基础的公意统合和基于村民自治的民主过程等机制,明确了地方政府、村社集体和农民的权责关系,推动了农地流转秩序的有效运转。村社本位的组织化农地流转模式能为“三权分置”背景下农地流转制度创新提供参考。Innovating the rural land circulation system to improve the efficiency of farmland resource allocation is of great significance for accelerating agricultural and rural modernization. The key to the innovation of the rural land circulation system lies in the formation of a systematic and holistic institutional framework. The experience of the F district in southern Anhui shows that the community-based organized farmland transfer model is an important path for the innovation of the rural land circulation system. This model includes the reform of farmland property rights, the practice of farmland transfer policies, the choice of agricultural management entities, and the rent of farmland. Multi-dimensional content such as adjustment and market risk prevention and control has formed an overall agricultural land transfer system and operation system. The community-based organized farmland transfer model uses the village collective as the core carrier, and clarifies the local governments, The power and responsibility relationship between the village collective and the peasants has promoted the effective operation of the order in the circulation of agricultural land. The community-based organized farmland transfer model can provide a reference for the innovation of rural land circulation system under the background of “the separation of three rights”.
