摘 要:从学科属性上看,农村公共管理研究作为公共管理学科内部的一个分支和领域,是以致用为要、以实践为本的,其存在的目的是为了更好地甄别、捍卫和创造公共价值。然而在当前这个无不以“实证”研究为尚的学术形势中,农村公共管理研究普遍或多或少发生了社会学转向,甚至被无意或有意地社会学化了,由此也造成不少问题。本文通过对农村公共管理研究社会学转向的分析与反思,发现这些问题主要体现在三个方面,一是研究取向上对以描述性知识和解释性知识的厚爱,很大程度上遗忘了农村公共管理研究应以生产实践性知识为志;二是研究方法上对实证社会学和解释社会学研究路径的偏信,相当程度上弱化了农村公共管理研究的责任感和开拓性;三是研究过程中对社会学资源的过度依赖,一定程度上侵蚀了农村公共管理研究的敏锐性和专业性。尽管要更好开展农村公共管理研究离不开社会学的参与,但社会学不能因此而成为制约、支配乃至定义农村公共管理研究的力量。与此同时,农村公共管理研究学科属性的异化势必会威胁和伤害到学科自身的独特性和必要性。遗憾的是,农村公共管理研究界尚未对自身的社会学化以及由此而造成的学科属性异化的问题加以关注并形成反思。这意味着,走出农村公共管理研究的社会学化、树立公共管理学的学科自觉,是有效开展农村公共管理研究的基本前提。From the perspective of discipline attributes, as a branch and field of public administration discipline, rural public administration research is based on application and practice, and its purpose is to better defend and create public value. However, in the current academic situation where empirical research lies the core, rural public administration research has generally undergone a more or less sociological turn, and has even been unintentionally or deliberately socialized, causing many problems. Through analysis and reflection on the sociological turn of rural public management research, this article finds that: First, the preference for descriptive and explanatory knowledge in research orientation has largely neglected that the rural public administration research should have laid emphasis on the production of practical knowledge;Second, the superstition about research methodology of empirical sociology and interpretive sociology has weakened the creativity, responsibility and pioneering nature of rural public administration research to a considerable extent;Third, the excessive dependence on sociological resources in the research process has eroded the professionalism of rural public administration research to a certain extent. Although the participation of sociology is indispensable for the better development of rural public administration research, sociology cannot therefore become a force that restricts, dominates, and even defines rural public administration research. At the same time, the alienation of the discipline attribute of rural public administration is bound to threaten and harm the uniqueness and necessity of the discipline itself.
