知识管理视角下公共部门开放式创新过程分析

摘　　要：公共部门开放式创新是政府部门应对棘手社会问题的有效策略。开放式创新过程涉及多元参与主体以及主体间知识的交换与共享,其中对知识的管理是有效创新的前提条件。本文梳理了公共部门开放式创新的概念以及公共部门知识管理的内容,从协作网络、知识流动和知识转化三类核心要素着手解析了公共部门开放创新的过程,即知识通过多元主体之间的协作网络实现从“获取”“共享”“应用”的转化进而产生新的治理观念、解决方案等,希冀能为后续同类研究提供参考。Open innovation in public sector is an effective strategy for government departments to deal with thorny social problems.The process of open innovation involves multiple participants and the exchange and sharing of knowledge among subjects,in which the management of knowledge is the prerequisite for effective innovation.This paper systematically combs the concept of open innovation in the public sector and the content of knowledge management in the public sector,and expounds the process of open innovation in the public sector from three core elements:collaborative network,knowledge flow and knowledge transformation,that is,knowledge is transformed from “acquisition”,“sharing” and “application” through the collaborative network between multiple subjects,so as to produce new governance concepts Solutions,etc.This paper puts forward how the public sector can promote the participation of multiple subjects and realize innovation in knowledge transformation.
