浅谈中小企业信用担保缺陷及其制度创新

摘　　要：中国建设中小企业信用担保体系,有力地促进了中国中小企业的发展,但在其发展过程中也存在着一些问题。其中,资金不足引发的实力较弱、风险分散机制不足、担保方面缺乏专业人才,这三大问题成为制约中小企业信用担保制度发展的关键难题。从当前中小企业信用担保系统的运营效果来看,要克服中小企业保证系统中的各种缺陷并促进担保发展,其根本途径是进一步加速制度革新。其中,建立健全担保机构资金清算机制、完善担保风险分散机制、强化信用保证的覆盖范围是必要措施。根据中国目前的国情,以现行政策信用保证为主体的中小企业信用保证系统应逐步转变为以商业信用保证为主体的中小企业信用保证系统。The construction of credit guarantee system for small and medium-sized enterprises in China has effectively promoted the development of small and medium-sized enterprises in China.However,there are also some problems in its development process.Among them,three major problems are the key problems restricting the development of credit guarantee system for small and medium-sized enterprises.First,the strength caused by insufficient funds is weak;Second,the risk dispersion mechanism is insufficient;Third,there is a lack of professionals in guarantee.From the current operation effect of the credit guarantee system of small and medium-sized enterprises,the fundamental way to overcome various defects in the guarantee system of small and medium-sized enterprises and promote the development of guarantee is to further accelerate the institutional innovation.Among them,it is necessary to establish and improve the fund clearing mechanism of guarantee institutions,improve the guarantee risk dispersion mechanism and strengthen the coverage of credit guarantee.According to China's current national conditions,the credit guarantee system of small and medium-sized enterprises with the current policy credit guarantee as the main body should be gradually transformed into the credit guarantee system of small and medium-sized enterprises with the commercial credit guarantee as the main body.
