摘 要:为了贯彻国家对现代医院管理制度健全的要求,加强医院对财务管理的管控力度,促进医院经济管理提质增效,全国领先的大型综合性医院近年来都在一直不断探寻业财一体化建设道路。在此背景下,该研究以实施“银企直联”系统改造过程的医院为线索,介绍了该类医院现有系统和支付管理方式存在支付审批作业量大、审批效率低下、银行对账工作量大、梳理凭证成本高的现状和问题。为了改进上述问题,该研究基于“银医直联”改造了公立医院报销及支付流程,并分析了流程改造后具有支付便捷高效等优点,但也存在流程信息反馈及时性不足、不同系统间的关联性不高、系统使用人的不理解心理、线上线下单据并行共4项问题,并针对问题提出公立医院使用人员需形成共识、建设完整配套方案、培养高素质人才队伍、出台规范的管理制度共4点建议。In order to implement the state's requirements for a sound modern hospital management system,strengthen the hospital's management and control of financial management,and promote the quality and efficiency of hospital economic management.The country's leading large-scale general hospitals have been continuously exploring the road to the integration of business and finance in recent years.In this context,this study takes hospitals that have implemented the"bank-enterprise direct connection"system transformation process as clues,and introduces the existing systems and payment management methods of such hospitals that have large workload of payment approval,low approval efficiency,and bank reconciliation workload.The current situation and problems of high cost of vouchers are sorted out.In order to improve the above problems,this study reformed the reimbursement and payment process of public hospitals based on"bank-medical direct connection",and analyzed the advantages of convenient and efficient payment after the process reform.However,there are also four problems:insufficient timeliness of process information feedback,low correlation between different systems,lack of understanding of system users,and parallel online and offline documents.In response to the problem,it puts forward four suggestions on the need for public hospital users to form a consensus,build a complete supporting plan,cultivate a team of high-quality talents,and introduce a standardized management system.
