摘　　要：产业园区与中小企业公共服务平台在助推地方经济发展、助力企业技术创新等方面起到了举足轻重的作用。为研究产业园区与中小企业公共服务平台的内在联系和相互影响,以厦门市部分产业园区的平台为研究对象,结合现有中小企业公共服务平台建设现状,以地区生产总值(GDP)、服务平台月消费支出(EXPEND)和服务次数(SERVICE)为内生变量,构建滞后阶数为4的向量自回归(VAR)模型。研究发现:1)各变量具有长期稳定的均衡关系,且存在Granger因果关系;2)通过脉冲响应函数分析可知,任意变量对其他两个变量的正向冲击均能在远期带来正向影响。结果表明:加大中小企业公共服务平台建设能有效地促进产业园区经济发展,产业园区经济发展又能带动中小企业公共服务平台能力提升,二者是协同共赢、相互促进的关系,可实现良性循环。Industrial parks and public service platforms of small and medium-sized enterprises play an important role in boosting local economic development and technological innovation of enterprises.In order to study the internal relationship and mutual influence between industrial parks and public service platforms of small and medium-sized enterprises,several platforms of industrial parks in Xiamen city was taken as the research object.By combining the status quo of public service platforms of small and medium-sized enterprises,regional gross domestic product (GDP),monthly consumption expenditure of service platforms (EXPEND) and service times (service) were taken as endogenous variables,and a vector auto-regressive (VAR) model with lag order of 4 was constructed.Findings:1) Each variable has a long-term stable equilibrium relationship and there is Granger causality;2) Through the analysis of impulse response function,it can be seen that the positive impact of any variable on the other two variables can have a positive impact in the long run.The results show that enhancing the construction of public service platform for small and medium-sized enterprises can effectively promote the economic development of industrial parks,and the economic development of industrial parks can also drive the ability improvement of public service platform for small and medium-sized enterprises.The relationship between them is win-win collaborative and mutual promotion,which can realize a virtuous circle.
