摘　　要：应急避难场所标准建设规范了避难场所的管理和运行,以减少灾害损失。该文在分析我国应急避难场所标准存在的不足的基础上,研究了美国和联合国、欧盟等国际组织的15个应急避难场所标准,从标准适用范围以及应急避难场所的分类分级、服务配置和管理运维等几个角度进行具体研究,为完善我国应急避难标准体系提出了建议。The standard construction of emergency shelters regulates the management and operation of shelters to reduce disaster losses.Based on analyzing the drawbacks of China’s emergency shelter standards,we study 15 emergency shelter standards of the United States and international organizations,from the perspectives of the standard scope and the classification,service,configuration,management and operation of emergency shelters.We can learn from experience in favor of the construction of China’s shelter standard system.
