为何东北亚经济合作机制的构建比东南亚更难?——一种基于集体记忆的解释

摘　　要：从20世纪八九十年代开始,东南亚、东北亚两个地区的经济合作几乎同时起步。不过,经过30多年的发展,东南亚合作机制的建设已取得了签署RCEP的重大标志性成果,但东北亚却依然步履蹒跚。国际合作的社会心理学逻辑指出,集体身份的确立是合作得以实现的重要前提,而集体身份的主要来源之一则是集体记忆。所以,集体记忆是影响合作成败的重要变数。东北亚合作之所以比东南亚合作更加困难,其关键原因在于相较于深受“亚洲”意识感召的东南亚集体记忆,作为东北亚核心国家的中日韩三国的集体记忆充斥着争议和伤痛,这种集体记忆对该区域的合作造成了巨大障碍。因此,若要早日建成中日韩FTA、促进东北亚一体化的进程,中日韩三国需要积极推动历史和解,构建一种包容、和谐的“东北亚记忆”,为区域合作的发展灌注正能量。Since 1980s and 1990s,Regional cooperation in Southeast Asia and Northeast Asia have started almost at the same time.However,after more than 30 years,Southeast Asian cooperation has achieved the landmark achievement of signing the RCEP,but Northeast Asia cooperation is still stumbling.According to the social psychological logic of international cooperation,the establishment of collective identity is an important prerequisite for the realization of cooperation,and one of the main sources of collective identity is the collective memory.Therefore,collective memory is an important variable of cooperation.The key reason why cooperation in Northeast Asia is more difficult than that in Southeast Asia is that compared with the collective memory of Southeast Asia that has awakened the Asian consciousness,the collective memory of China,Japan and Republic of Korea,as the core countries in Northeast Asia,is full of disputes and pains,and such collective memory has obstructed the regional cooperation.Therefore,in order to promote the establishment of China-Japan-ROK FTA and the integration of Northeast Asia,the three countries mentioned above need to accelerate the process of historical reconciliation and build a kind of harmonious"Northeast Asian memory"contributing to the regional cooperation.
