摘 要:目的对2014—2018年我国主要卫生人力资源配置进行公平性分析。方法采用基尼系数和泰尔系数评价卫生人员、卫生技术人员、执业(助理)医师、注册护士、药师(士)主要卫生人力资源配置的公平性。结果我国按人口分布的卫生人力资源配置总体较均衡,基尼系数和泰尔系数均低于0.1;按地理分布的卫生人力资源配置不公平,基尼系数均高于0.65,泰尔系数按人口分布的配置不公平主要来自于各区域内部差异,按地理分布的配置不公平主要来自于东、中、西区域间差异。结论按人口分布的卫生人力资源配置公平性逐年优化,仍需加强区域间配置公平性;加强区域间配置公平性,差异化政策均衡改善按地理分布的卫生人力资源配置公平性;重视执业(助理)医师及注册护士队伍建设和科学配置。Objective To analyze the equity of health human resources allocation in China from 2014 to 2018.Methods The equity of five main health human resources'allocation were explored by using Gini coefficient and Theil index.Results The allocation of health human resources according to population distribution was generally equal,the Gini coefficient and Theil index were both lower than 0.1.According to geographical distribution,the Gini coefficient was higher than 0.65.The unfairness of the distribution according to population mainly came from the differences within regions,and according to the geographical distribution mainly came from the differences between the eastern,central and western regions.Conclusion The equity of health human resources allocation according to population distribution increases yearly,but also need to be improved within regions.The government should consi-der improving health human resources allocation between regions and taking differentiated policies to improve the equity of allocation according to geographic distribution.The construction and scientific allocation of licensed(assistant)doctors and registered nurses should be emphasized.
