摘 要:近年强降雨频发,城市内涝灾害屡见不鲜。面对突如其来的内涝灾害,能准确、快速地预测评估灾害等级,为智慧政务决策、应急救援反应提供可靠的理论依据意义重大。以合肥市智慧城市防涝建设为例,利用条件函数方法融合年降雨量,模拟受灾城市积水范围,采用加权叠加指标体系法和层次分析法构建涵盖致灾因子、孕灾环境、承灾体的智慧城市内涝灾害评估体系,通过重分类和标准化处理,依据加权叠加分析生成城市内涝积水危险等级划分模型。为智慧城市建设中内涝灾害的智慧决策和评估提供了理论依据。In recent years,heavy rainfall has occurred frequently,and urban waterlogging disasters have happened a lot.In the face of sudden waterlogging disasters,it is of great significance to accurately and quickly predict and assess disaster rank,and provide a reliable theoretical basis for smart government decision-making and emergency rescue response.The paper takes the construction of smart city waterlogging prevention in Hefei as an example,uses the condition function method to integrate the annual rainfall and simulate the scope of ponding in the disaster-stricken city,and adopts the weighted superposition index system method and the analytic hierarchy process to build a smart city waterlogging disaster assessment system that contains disaster-causing factor,disaster-pregnant environment,and disaster-bearing body.Through reclassification and standard processing,a city waterlogging risk grading model is generated based on weighted overlay analysis.This paper provides a theoretical basis for smart decision-making and assessment of waterlogging disasters in the construction of the smart city.
