摘  要:选取含有非期望产出的SBM网络DEA模型,测度我国2004—2018年各省份水资源综合效率,并分解为生产效率和治理效率,运用面板回归模型分析了水资源效率的影响因素。论文研究发现:我国水资源生产效率高于治理效率,治理效率是影响综合效率的主要因素。时间上效率变化以2012年为拐点呈“U”型变化趋势,空间特征东中西差异显著,南北差异不显著。经济发展水平、产业结构、用水结构是效率变化的主要影响因素,产业结构因子作用具有空间差异性。影响生产效率的关键因子为二产比重,影响治理效率的关键因子为用水结构、水资源禀赋和空间集聚。未来应发挥技术水平和跨区域合作在提升治理效率方面的优势。This paper selects the Undesirable-SBM-network-DEA model to measure the provincial level water resources efficiency in China from 2004 to 2018.The comprehensive efficiency can be decomposed into production efficiency and treatment efficiency by this model.The panel regression model was used to analyze the influencing factors.It is found that the production efficiency of water resources in China is higher than the treatment efficiency,and the treatment efficiency is the main factor affecting the comprehensive efficiency.Temporal evolution of efficiency showed a U-shaped trend and 2012 year was the inflection point.There are obvious differences in water resources efficiency among the eastern,central and western China,and it’s no significance diversity between the southern and northern China.The level of economic development,industrial structure and water utilization structure were the main influencing factors of efficiency.It has spatial diversity that the impact of industrial structure on water efficiency.The proportion of secondary industry affects production efficiency.Water utilization structure,water resource endowment and spatial agglomeration have an impact on treatment efficiency.In the future,technology and cross regional cooperation should be used to improve treatment efficiency.
