大气污染联防联控政策对生态文明建设绩效的影响研究

摘　　要：基于2012—2018年首批生态文明试验区的26个地级市数据,构建经济发展—环境治理的关联系统,运用网络SBM模型测算了地区生态文明建设绩效,进一步采用双重差分法评估大气污染联防联控政策对试验区生态文明建设及经济发展、环境治理水平的影响。结果表明:(1)该政策显著提升了城市环境治理水平,但对经济发展水平没有产生显著影响。(2)该政策存在时滞性,随着时间的推移,该政策对城市生态文明建设绩效的提升效果逐渐显现并不断增强。(3)该政策对工业污染物的影响存在异质性,在源头生产阶段,显著降低了工业烟(粉)尘产生量,在末端治理阶段,显著抑制了工业二氧化硫排放量。To improve environmental quality and promote the construction of ecological civilization,the coordinated governance of air pollution across regions is essential.Based on the data of 26 prefecture-level cities in the first batch of ecological civilization experimental areas from 2012 to 2018,this paper constructs an economic developmentenvironmental governance correlation system,uses the network SBM model to evaluate the performance of regional ecological civilization construction,and further uses the double difference method to evaluate the joint prevention of air pollution,the impact of control policies on the construction of ecological civilization,economic development and environmental governance in the experimental area.The results show that:(1)The air pollution joint prevention and control policy has significantly improved the level of urban environmental governance,but it has not had a significant impact on the level of economic development.(2)The policy exists time lag,as time goes by,the effect of policies on the improvement of urban ecological civilization construction performance gradually appears and continues to increase.(3)The impact of policies on industrial pollutants is heterogeneous.In the source production stage,industrial smoke is significantly reduced.In the terminal treatment stage,industrial sulfur dioxide emissions have significantly suppressed.
