数据治理:大数据时代“双一流”建设的路径优化取向

摘　　要：数据治理是大数据时代背景下产生的一种新兴治理模式,对于提升“双一流”建设治理效能、强化共建共享共治“双一流”治理格局起着辅助和支撑作用。然而在推进“双一流”建设过程中,存在着数据质量欠佳和权属不清、动态监测管理平台功能未被充分激活、数据驱动决策模式未形成、数据治理机制未体系化等问题。面向新一轮“双一流”建设,应借鉴引进国内外数据治理模式,从构建数据标准体系、探索数权解决路径、推进数据开放共享、创新数据驱动决策以及优化数据治理机制等方面推动“双一流”建设路径的改革。Data governance,which is an emerging governance model in the context of the big data era,plays an auxiliary and supportive role in enhancing the governance effectiveness of the“double first-class”universities. Data governance can also develop the governance of“double first-class”universities into a pattern of joint construction,joint governance,and shared benefits.However,in the process of promoting“double first-class”construction,there are problems such as poor data quality and unclear ownership,dynamic monitoring and management platform functions are not fully activated,data-driven decision-making mode is not formed, and data governance mechanism is not systematized. For the new round of “double first-class” universities construction,we should draw on the experiences of data governance models at home and abroad,and promote the“double firstclass”construction path in terms of building a data standards system,exploring the path of data rights resolution,promoting data opening and sharing,innovating data-driven decision-making and optimizing data governance mechanisms.
