面向实施过程的海绵城市建设绩效评价研究——以浙江省为例

摘　　要：以浙江省42个区县为研究单元,尝试性构建兼顾过程绩效与结果绩效的海绵城市建设综合绩效评价体系,采用模糊综合评价、中介效应检验、障碍度模型等研究方法,系统性构建面向实施过程的海绵城市建设绩效评价模型。结论表明:浙江省海绵城市建设绩效整体处于“中等”水平,42个区县可分为“较高绩效”“中等绩效”“较低绩效”三类,其中中等绩效地区占主导;结果绩效的中介效应区域差异显著,其中较高绩效地区具有部分中介效应,中等绩效、较低绩效地区中介效应不显著;较高绩效地区的主要障碍来源于结果类指标,突出表现在社会经济效益的指标障碍上;中等绩效、较低绩效地区最大的障碍来源于过程类指标,突出表现为法律规章、体制机制等关键保障措施滞后。据此,提出了相关建议。Taking 42 districts and counties in Zhejiang Province as research subjects,this paper attempts to build a comprehensive performance evaluation system of sponge city construction,which takes both process performance and result performance into account,and systematically constructs an urban construction performance evaluation model by using research methods such as fuzzy comprehensive evaluation,intermediary effect test and obstacle degree model.The results show that the construction performance of sponge cities in Zhejiang Province is at the“medium”level.The 42 districts and counties can be divided into“high performance”,“medium performance”and“low performance”,of which the medium performance areas are dominant.Results also indicate that there are significant regional differences in the mediating effects of performance.Among them,the higher performance areas have some mediating effects,and the medium performance and lower performance areas have no significant mediating effects.The main obstacles in high performance areas come from outcome indicators,which are prominently reflected in the index obstacles of social and economic benefits;the biggest obstacle in areas with medium and low performance comes from process indicators,which is prominently reflected in the lag of key guarantee measures such as laws,regulations,systems and mechanisms.
