领导干部森林资源资产受托责任的考核评价指标体系研究

摘　　要：作为自然资源的重要组成部分,森林资源在领导干部公共受托责任考核评价中却少有涉及,主要原因就在于缺乏完善且操作性强的考核指标体系。本文在充分考虑森林资源的生态效益、社会效益、经济效益与相关资料可得性的基础上,根据压力、状态、响应三个维度综合确认、评价被考核的领导干部对于森林资源资产受托责任的履行情况,探索建立定性与定量相结合,涵盖25个指标的森林资源资产受托责任考核评价指标体系。同时,文中详细介绍了这些指标的含义与计算方法,确定了定性与定量指标的评分方法与权重比例,提出最终的评价标准。As an important part of natural resources,forest resources are seldom involved in the assessment and evaluation of the entrusted responsibility of leading cadres.The main reason lies in the lack of perfect and operable assessment and evaluation operation guidance.Based on the idea of assessing the leading cadres,this paper takes forest resources as the research object,combines the implementation of relevant policies and regulations with the characteristics and development of forest resources,and fully considers the ecological benefits,social benefits and economic benefits of forest resources as well as the availability of relevant information.PSR model is used as a mechanism to form secondary indicators,and comprehensively confirm and evaluate the performance of the entrusted responsibility of the assessed leading cadres for forest resource assets from the three dimensions of pressure,state and response.Also,a set of assessment index system of entrusted responsibility of forest resource assets is explored and established by AHP.In this paper,25 indicators are constructed,and the definition and calculation method of these indicators are introduced in detail,the scoring method and weight proportion of qualitative and quantitative indicators are determined,and the final evaluation standard is given.
