双循环视角下国内价值链体系演进与升级战略选择

摘　　要：在全球价值链存在脱钩与断裂挑战的国际形势下,以构建双循环发展格局为导向,培育形成安全、多元化、韧性、产业自主可控的国内价值链体系兼具理论和战略意义。按照对外开放程度、市场资源配置地位、民营经济占比三个维度,国内价值链先后经历了萌芽、分化、裂变、升级与重塑五个发展演进阶段。现阶段国内价值链发展呈现为以下特征:区域技术差距决定下增加值高低的强属地属性,嵌入程度、前后向参与度存在明显区域差异,微笑曲线链条相对完整,省际参与持续增多且链条不断延长。围绕现存问题,应发挥制度优越性和超大规模市场优势,培育打造世界级“链主”企业,发展“短而粗”的国内价值链,形成价值链和供应链有效协同,提升工业互联网平台和消费互联网平台,实现国内价值链体系的优化与系统性升级。Under the international situation of decoupling and fracture challenges of global value chain,it is of theoretical and strategic significance to cultivate and form a safe,diversified,resilient,industry independent and controllable domestic value chain system guided by the construction of double cycle development pattern.According to the three dimensions of the degree of opening to the outside world,the status of market resource allocation and the proportion of private economy,the domestic value chain has experienced five stages of development and evolution:germination,differentiation,fission,upgrading and remodeling.At the present stage,the development of domestic value chain presents the following characteristics:strong territorial attribute of added value determined by regional technology gap,obvious regional differences in embeddedness and forward and backward participation degree,relatively complete chain of smile curve,increasing and extending inter provincial participation.Focusing on the existing problems,we should give full play to the advantages of system and super largescale market,cultivate and build world-class“chain owner”enterprises,develop“short and thick”domestic value chain,form effective coordination between value chain and supply chain,enhance industrial Internet platform and consumer Internet platform,and realize the optimization and systematic upgrading of domestic value chain system.
