摘　　要：现阶段,规模发展转变为质量发展,逐渐成为高校科研发展的重心和关键,能够确保高校科研成果契合当地经济、产业发展的需求,提升高校科研发展的针对性和有效性。而构建以质量为导向的科研评价体系,是确保高校科研“质量发展”的抓手,是推动我国高校科研事业现代化建设的重点。然而在科研评价体系构建的过程中,需要地方高校明确传统科研评价体系的问题及质量发展的内涵,从外部环境和内部秩序的角度出发,提高评价体系构建的质量,以此促进并推动地方高校科研水平的高质量发展。At this stage, scale development has been transformed into quality development, which has gradually become the focus and key to the development of scientific research in universities. It can ensure that scientific research results of universities meet the needs of local economic and industrial development, and improve the pertinence and effectiveness of scientific research development in universities. However, in the process of building a scientific research evaluation system, local universities need to clarify the problems of the traditional scientific research evaluation system and the connotation of quality development, and improve the quality of the evaluation system from the perspective of external environment and internal order, so as to push and promote local universities’ high-quality development of scientific research level.
