摘 要:东汉中晚期思想家王符针对当时国家治理存在的弊端,在《潜夫论·务本篇》中就其本末选择问题发表评论,提出了相应的对策。一方面,他从“富民”入手,论证国家经济措施中的本与末,即“富民”“富国”的重点和末节;另一方面,他从教育着眼,论证国家精神文化层面的本和末,即“正学”“教训”的要点和一般问题。此后,在王氏的制度建构中,君主在国家的本末选择方面具有重要的作用。Wang Fu,a thinker of the mid-to-late Eastern Han Dynasty,addressed the shortcomings of state governance at the time,commenting on the issue of choosing between the fundamental and minor of the state in his Treatise on[WTBX]The Wuben Chapter of Qianfulun and proposing corresponding countermeasures.On the one hand,he argues for the choice between the essence and the end of the state's economic measures,i.e.the focus and the end of“enriching the people(富民)”and“enriching the country(富国)”,starting with the“enrichment of the people”;On the other hand,he argues for the essence and the end of the state's spiritual and cultural aspects,focusing on the issue of education.That is,the main points and general issues of“correct learning(正学)”and“lessons(教训)”.Thereafter,in the institutional construction of Wang's Fu,the monarch plays an important role in the choice of the state's origin and end.In Wang's theory of governance,the question of“the end and the beginning”,with“enriching the people”and“correct learning”at its core,was not a mere economic or educational issue,but an interrelated and mutually influential one.The ultimate aim was to stabilize society and to cultivate the people's hearts,thereby eliminating the root causes of social unrest.
