摘 要:目的 分析江苏省2013—2019年卫生人力资源配置公平性的时空差异性,为进一步提升配置公平性提供合理建议。方法 收集2014—2020年《江苏统计年鉴》的卫生人力资料,运用集聚度指标测量卫生人力资源配置现状,分析配置公平性,运用ESDA-GIS可视化技术分析卫生人力资源空间分布及变化趋势。结果 2013—2019年苏南、苏中、苏北三个地区的卫生人力资源集聚度差异较大,存在不公平现象。卫生技术人员、执业(助理)医师、注册护士的Moran’s I指数逐年降低,苏南地区更易出现高高聚集现象。结论 2013年以来江苏省卫生人力资源数量逐渐上升,苏南、苏北、苏中三个地区集聚度仍然存在差异,公平性未有明显改变。政府需要重视各类卫生人力资源建设,加强对专业和基层人才的培养,补足卫生人员缺口。Objective:To analyze the temporal and spatial differences of health human resource allocation equity in Jiangsu Province from 2013 to 2019 and provide reasonable suggestions for further improvement in allocation equity.Method:The health manpower data of Jiangsu Statistical Yearbook from 2014 to 2020 were collected,and the clustered index was used to measure the current situation of health manpower allocation,the equity of the allocation,the spatial distribution and the change trend of health manpower resource by using ESDA-GIS visualization technology.Result:From 2013 to 2019,the agglomeration degree of health human resources in southern Jiangsu,central Jiangsu and northern Jiangsu varies greatly,but there is an unfair phenomenon.The Moran’s I index of health technicians,practicing(assistant)physicians and registered nurses decreased year by year.Conclusion:Since 2013,the number of health human resources in Jiangsu Province has gradually increased,while there are still differences in the concentration of southern Jiangsu,northern Jiangsu and central Jiangsu,and the equity has not changed significantly.Therefore,the government needs to pay attention to the construction of all kinds of health human resources,enhance the training of professional and grassroots talents,and make up the gap of health personnel.
