摘 要:四川大学华西第二医院对保洁、内勤人员实行劳务关系外包,但所有工作由后勤管理部自主管理。在这种模式以及疫情防控的背景下,笔者从保洁劳务派遣人员的用工风险入手,对新入员工的院外感染风险、保洁员工的院内感染风险以及劳务纠纷法律风险进行分析,找出问题所在,基于人力资源管理的规划、招聘、培训、绩效、薪酬与福利以及劳动关系六大模块,提出降低保洁劳务派遣人员用工风险的对策,以达到保障医院清洁卫生,阻断医院环境病原菌水平传播,预防医院感染发生,实现更好地服务于患者与临床科室的目标。The West China Second University Hospital,Sichuan University implements labor outsourcing for cleaning and housekeeping personnel,but all the work is independently managed by the Logistics Department.In the context of this model and epidemic prevention,this paper starts with the employment risk of the dispatched cleaning personnel,analyzes the out-of-hospital infection risk of new employees,the nosocomial infection risk of cleaning employees and the legal risk of labor disputes,andidentifies the problems.Based on the six big modules of human resource management planning,recruitment,training,performance,salary and benefits,and labor relations,the countermeasures to reduce the risks of dispatching cleaning personnel are put forward to ensure the cleanliness of hospitals,block the horizontal spread of pathogenic bacteria in hospital environment,prevent the occurrence of nosocomial infections,and achieve the goal of better serving patients and clinical departments.
