恢复高考以来高考准入与加分政策变迁研究

摘　　要：恢复高考45年来,高考招生的准入政策在考前学历要求总体上相对稳定的同时,在年龄、婚否等规定上经历了从限制到放开的变化,在禁止高考移民的同时逐步放开了进城务工人员随迁子女就地参加高考的限制;高考招生的照顾奖励政策经由“加分投档”“降分投档”,演变成高考加分政策;高考加分政策经历了从发展到调整规范的过程。这些变化在表面上形成了反向运行或钟摆现象。在实质上,无论是高考准入、加分政策的变迁,还是整个高考招生制度的改革完善,都受制于四条基本原则和基本规律:第一,为国选才的基本原则与高考招生的外部联系规律;第二,育人为本的基本原则与高考招生的教育规律;第三,科学评价的基本原则与高考招生的考试规律、评价规律;第四,社会公平的基本原则与公共资源分配规律。全面发展的教育方针是引领和统帅高考招生政策变迁和制度演进的灵魂。In the 45 years since the resumption of the college entrance examination,the admission policy of college entrance examination enrollment has experienced changes from restriction to liberalization.The care policy of college entrance examination enrollment has evolved into the policy of adding points to the college entrance examination through“adding points to the file”and“reducing points to the file”.It has experienced a process from development to adjustment and standardization.There are many external and internal reasons for the change of college entrance examination admission and bonus policy,as well as the reform and improvement of the whole college entrance examination enrollment system.Whether it is the change of the admission and bonus policy of the college entrance examination,or the reform and improvement of the whole college entrance examination enrollment system,it is subject to four basic principles and basic laws.The education policy of all-round development is the soul of leading the change of college entrance examination enrollment policy and system evolution.
